Character idea: Diego Mendoza

A fate’s tale:
Diego Mendoza returned to New York to find his organization in shambles, his father gone, and his promised future in jeopardy. Most men would have accepted their misfortune and tried to make the best of it, but Diego is not most men. New York is his to rule, and he will take it – like it or not.

I will admit up front that I don’t have many kit ideas for him, just a character idea. The best I’ve come up with is that his abilities summon goons (in the traditional sense) to assist him, for example summoning an informant to mark enemy heroes in an area, summoning gunmen to provide support fire, summoning an enforcer to deal massive AOE damage, etc. I'll leave this part to someone more creative. As for the character, though…

Diego Mendoza recently came back from an extended stay in the homeland after a sudden radio silence from his family in New York. He didn’t have to look very far to find out what caused it. Once he got over his shock at the damage one little gargoyle had caused, he quickly realized he had a once-in-a-lifetime opportunity in front of him. He could finally become the king he’d always dreamed of being, the best kind of king: One who built his own empire. He knew that even if the syndicate itself was gone, the people who made it, who used it, who needed it, were still around – and people just happen to be his strong suit.
He joined the Ritual not because he wants something from the Patrons, necessarily, but rather because he wants to make sure no one else’s wish changes too much. He’d like New York as-is, thank you very much, and he doesn't need supernatural help to take it.

Diego is a rather unassuming-looking young man. His tastes lean towards the understated – he wears a simple collared shirt and slacks, with no eye-catching ornaments. Nothing marks him as one of the most powerful people in New York at first glance, which he prefers. He’s quiet and observant, and keeps the same irritatingly serene, confident air about him at all times and in all situations, characterized by a small smirk that never leaves his face. He's rather soft-spoken, and though he usually talks with no accent he'll turn it up when he wants to remind people who he is.
Diego has always been voraciously curious. Even as a child, his favorite word was “Why?”, closely followed by “How?”. And if neither of those questions could be immediately answered, he wouldn’t rest until he figured them out himself. This is a big part of why he’s so good at manipulating people – he loves figuring out why they do what they do, and from there it’s just a matter of saying the right words to get them to do what he wants. Aside from manipulation, he’s naturally dexterous, and has built up a wide variety of skills in the course of working for his father, from marksmanship to illusionry to guitar to lawyering.

Despite his best efforts, Diego can’t do everything himself, and so he relies on a massive network of friends, “friends”, business acquaintances, and allies that he’s built up over the years to get things done. He’s met society’s highest paragons (through his family) and lowest dregs (through the Syndicate), and everyone in between. One thing ties them all together: Everyone wants something, and if he’s clever he can get them to do what he wants to get what they want. Though he's currently nowhere near as powerful as the old Syndicate, he's well on his way to reach and even surpass the power his father wielded.
