The changelog says that bebop gains 1% per attach but in game it's like the old bomb stacking mechanic

I have changelog feedback for the original change (I was still playing around with it to get a feel) but am unsure which version of this is correct and would like clarification.
"On attach" vs "On hit" is a HUGE difference, and upon reading the changelog I saw the former and thought it would be a very different way of playing.
I'm trying to avoid giving any direct feedback here but could I please get some clarification.
