Charged abilities like Powder Keg and Conjure Dragon don't have their cooldown adjusted properly unless the ability is available to use- if it's already on cooldown no item or AP upgrade will affect it's remaining cooldown. I'm assuming this is a bug since other abilities have fluid cooldowns that can be reduced while they're not available.
