Capacitor and Lucky Shot interaction

When having both Capacitor and Lucky Shot purchased (on any hero), Capacitor only triggers when lucky shot does. Not sure if this is buffing the proc rate of Lucky Shot. Lucky Shot CAN proc without Capacitor proccing, however it never happens vice versa.

Upon more testing I am almost positive this is indirectly buffing Capacitor proc rate
