Can't swap active item to certain slots

Seemingly randomly, I sometimes can't move an active item to particular slots.
My item binds are on ZXCV equivalent keys on my keyboard: Home, End, Left Arrow, Right Arrow. I prioritize items on End and Right Arrow (2nd and 4th slots) because they are easiest to press for me.

In match id: 27205051 (I was Shiv), I was unable to move items to the Home slot (I tried moving Fleetfoot there after purchasing it).
 
Here's a recent match id where this happened again:
29346215 (I played Lash)
  • Early game: Bought Healing Rite to slot 2 (End key). No problems.
  • Later: Bought Knockdown to slot 4 (Right Arrow). No problems.
  • Mid game: Autobought Metal Skin, selling Healing Rite, and wanted to replace it in slot 2.
    However, slot 2 was blocked and I couldn't use it for the rest of the game.
    I bought it to slot 1 (Home key) instead.
 
Exact reproduction steps is to buy an active item with full slots, forcing you to sell another active item. It will be force bound to the key it puts it on without being able to move it. Selling it and rebuying it fixes it, so until it's fixed we need to pay attention and remember to sell and rebuy before leaving the shop and not being able to sell it for the full price.
 
It's a very, very annoying problem I keep running into. The bug happened to me without having active slots, only when I had Slowing Hex. When I grabbed Debuff Remover it locked itself to X and wouldn't move anywhere else, even though I could freely change Slowing Hex.

They/them, and I used to do software testing professionally, so I'll still write bug reports with clarity and reproduction steps to make tracking them down and fixing them a whole lot easier
