Can't queue for Europe servers as a South African

I have been queueing for the past 15 minutes for a match on Europe region, but i have a feeling its trying to queue me into South African servers, I've tried changing matchmaking region to Europe, but it has not change anything.

Log out of your Steam profile.
Log out of the Steam application.

The Steam application must be completely closed.

Turn on your VPN, open Steam, and log into your account.

Enter Deadlock and start searching for a game. Once you find a game, turn off the VPN and continue playing.

The region change will work until you exit the game.
