Cant get my high priority character twice in a row

I have Apollo as my highest prio character, but for some reason im not able to get this hero, twice in a row. Btw, he doesnt even present in a match, there are no such hero in my team nor the enemy team.

For match id 79603363 Apollo was banned. I imagine it was the same for the other match too.
