Cannot connect to Deadlock servers or steam

Hi Team, below are the console logs that another player has seen on their client. They cannot queue and they cannot join or create parties. They were able to play when they were abroad but when they returned home they started running this issue.
Some steps have been taken already:

1) restarted their PC and closed deadlock.
2) switch region to match in North America exclusively
3) Opened NAT
4) set IP to dynamic instead static ISP
5) Turned off Firewall

some things of note: their internet provider is litewire. They are also on wifi

it looks like he was able to access the network through a VPN, but that is a suboptimal issue. Theyre has to be a better way for him to figure whats wrong.
