Bug With Arcane Surge and Ivy's Stone Form

I was testing out ability range stuff with Ivy using different items, and noticed something weird with Arcane Surge. I don't know exactly how the Arcane Surge buff is programmed, but it looks like the buff activates upon starting Stone Form, but then runs out before Stone Form can actually resolve. The area indicator starts off bigger, but then shrinks back to its normal size before slamming down, and it doesn't cause Stone Form to do any extra damage either.
