I'm not sure if this happens with other types of stuns as well. This was a little while ago so I am unsure of the match ID unfortunately. But I noticed this while playing calico, Viscous stunned me in the middle of the throwing bombs animation, some hit but after the stun was over I got the full cooldown back and was able to throw them again immediately afterwards.
