Landing imbued ability and dealing weapon damage on target that Dealed damage to item owner , causes Interrupting, Silencing, Disarming, and preventing item usage.

8s window to Apply Curse

30s cooldown

25m cast range

Idea is to have T4 item specialized to counter and shut down Hard Carrys in enemy team. You cant fully avoid getting damage against hard carry or just fed enemy, thats why getting damage is one of activating conditions and other conditions exist to make activation harder and make sure you will be fully engaged in fight against Curse target. Stats mostly same as current Curse but with lifesteal to justify getting damage.

Current Curse is not weak, maybe little bit owerpowered but for me its just not fun not bringing joy and not cool item.
 
It's more like a huge downgrade to existing item, rather its rework.

Conditions to use basically deprive you of upper hand. You're required to use ability and deal damage to enemy, that have already hit you. If some of the steps are failed, you won't be able to use item.

Until you don't get hit, the item can't be activated. Also you must be damaged by that certain player.
If you missed an ability, you have to wait until cooldown has expired. What if you would need this ability later?

Yes, current Curse is basiclly 3.25 sec stun but you can move for only 1 autoaimed button, and any changes would downgrade this relic power. Balance was not my main concern when i writed this, and i still mostly dont care about it now. For me game its not in that development state where balance is main thing. And that why adding/reworking relics for more fun and satisfying gameplay is more important for me.

Also failing to use item its not bad thing as you described, nothing bad in failing it only adds more skill checks for player, i thinks this is how fun and engaging gameplay works. And iahve huge doubt that landing 1 skill plus weapon damage in 8 sec after damage is somehow hard.

Main idea of item in his name Bloodtears, imagine enemy Haze just deleting from existance all your temates and you start metaphorically shed a Bloodtears out of despair, and you start want to curse this Haze. And thats where you buy this item to shut down Haze and try to comeback. Or just strong T4 dueling item.
