Blood tribute debuff resist inconsistency with re-applied debuffs after it gets activated

If a buff is applied before blood tribute is active it snapshots the full duration (intended)
If a debuff is applied before blood tribute is activated then refreshed when blood tribute is active the duration is decreased (i'm assuming intended)
This doesn't work with infernus' afterburn refresh. I haven't tested all debuffs because there are too many but it's something worth looking into
