I don't know how nobody has commented on this before, but it's been bugging the living hell out of me. For some reason, Billy's weapon doesn't actually shoot from the tip, unlike most characters. It's barrel is apparently attached to the lower part of his elbow.
With the pictures attached, you can clearly see BIlly's gun shooting into the fence, while Wraith's gun effortlessly clears the fence.
It's obviously less noticeable the further you stand away from objects, but that's because his the angle flattens the further you move away from an object.
