When their 1 is maxed, it does heavy melee damage, like Puddle Punch t3 on viscous. This actually activates melee charge but no extra damage is given, however melee charge still goes on cooldown. This also applies to viscous with t3 puddle punch, and has for a while.
Video of Billy with Melee Charge. Without it, it does 70 damage, as says in the description. When melee charge is given, the description updates to say 80 damage due to the passive stat increases from melee charge. If melee charge worked correctly, then the strike would do 100 damage. However, it still does 80 damage while putting melee charge on cooldown.

The bug on viscous as well. Same deal here. This is on the version right before the hero patch but it is still very much a thing.
