Not concrete on whether or not this was possible pre patch/whether it's intended so im gonna place this here.
While chained by billy's ultimate, pocket is able to both send out their cloak (though presumably not teleport) and use satchel. This allows them almost complete control of their abilities and almost guarantees a free escape despite the purpose of Chain Gang, making the ult nigh useless, as the alternative is a situation where pocket doesn't have cloak and therefore chain gang isn't doing much in terms of prevention anyways.
