Billy Bullet Amp is not working

was doing some item testing and noticed that billy's bullet amp from his 3rd skill is not working (with or without the second point)

I just tested this against hideout Abrams (he deserves the abuse) & saw no difference either.

It's either bugged, or everyone (me included) misunderstands what +7% bullet amp on wrecked targets means... I'd bet it's the former over the latter.

oh i see it now, i guess i figured it would just change the bullet damage number instead of being considered a separate instance of damage. they probably made it that way for the end of game damage tracker.
