Is Siphon Bullets working as intended???

I was messing around in testing with builds. I just noticed that Ricochet doesn't proc Siphon Bullets. Works for the other similar functioning items like Silencer or Inhibitor. Is this intended or a bug?

Try it, looking like bug, all heroes passives transfer but not the SB.
But i think this item have special effect since its not just debuf with damage its more like directional transfer of hp
