Bebop's sticky bomb calculates damage at attach rather than explosion

From the 11-07-2024 Update patch notes:

- Bebop: Sticky Bomb now calculates its damage at detonation time rather than cast time (affects item combinations)

Bebop bombs have been acting strange lately. I've had several instances of team fights where my bomb will attach to a teammate who is further away than the enemy I am trying to attach it to. Also happens with troopers too sometimes.
