Bebop: Ally Hook can hit enemies at its origin point, and also has a range inconsistency dependent upon other players' positions.

First Issue: Bebop's Ally Hook can still hit opponents at its origin point.
Expected: Ally Hook shouldn't hit opponents.

Steps to reproduce:
1. Have Bebop's Hook be on cooldown.
2. Have an opponent's hitbox overlapping the origin point of where Bebop's Hook will spawn.
3. Use Bebop's Ally Hook as soon as its available.

Conjecture:
It seems that Bebop's Hook is getting called as the default (the one that hooks opponents) when his ability is readied, then overwritten to search for Allies instead at the next available tick.

Second Issue: Bebop's Ally Hook doesn't travel its full range when colliding with an opponent, unless an ally is on the other side; It instead stops early, as though it hit terrain.
Expected: Ally Hook shouldn't collide with opponents, regardless of other players' position.

Steps to reproduce:
1. Attempt to use Bebop's Ally Hook through an enemy, but without an ally. (Hook stops early.)
2. Attempt again to use Bebop's Ally Hook through an enemy, but this time with an ally on the opposite side of them. (Hook continues past the opponent.)
