Ballistic enchantment stacks not working/displaying correctly

the max amp i can get is 54% which is three stacks. the item ssay it has stack limits on npc but not heroes so idk if this is a glitch or not. the max should be +108% but i cant get it
its seemingly just not displaying right. the tab menu shows the correct value but the value that shows up above the item/souls display is capped at 54% for some reason
