Tick 1 of damage does 32, and every other tick does 24-25, so it doesn't look like the spirit power is working properly. The ability duration however does seem to work (though maybe not as intended internally), because I go from 9 to 10 ticks of damage. This is unfortunate because it's a huge part of the item's value being lost. It seems like a lot of abilities have weird interactions with this item (for example, I can't see the numbers very well but it looks like AS doesn't affect the recast of T3 Dust Devil even though it's a single ability).
Edit: Looks like it might be the first 2 ticks that get the damage, actually. It seems like tick 1 gets the bonus and shows the AS indicator, then tick 2 consumes the buff. Regardless, not the whole ability.
