Any way to change the play

so, im a Russian, and ever since i downloaded deadlock, i've noticed that for some reason all other players in my lobbies are Russian too, and i have a problem with that:
1. Russian players are unfortunately very toxic because most of them came from dota 2
2. They never or rarely communicate
3. Playing with them is a coin flip: we either stomp the enemy team, or get stomped by them (although i dont know if it is the same for other regions)
So my question is: is there any way for me to not get into russian lobbies? if yes, then how? i tried changing the region to both eu and na, but it did nothing. is it a bug? do i have no other choice besides using a vpn? can i get banned for it?

Almost all EU players are RU. Same for all EU players, half the team are drone operators. Changing region in console does nothing as they removed that functionality.

theres a software to change your game server called "cs2 server picker" although i cannot confirm if its use is allowed in deadlock, i would assume that if it works it is allowed
