Amount of time it takes to curse someone with Raven's ult scales with duration items

I don't think this is intentional, when buying duration items on raven the amount of time it takes to curse someone with his ult will increase pretty dramatically.

Def not intentional, should be a fixed duration like some other abilities(void time on "Quantum Entanglement" on Dynamo for example")
