Here to agree. When max stacks are gained, the ammo refund part of the item seems nullified. Stacks stay full until 35 seconds (current listed buff timer) after the last stack was gained, at which point it resets down to 0.
+1, also other items with expiring stacks (Berserker, Escalating Resilience) don't work this way - you stay at max stacks as long as you keep meeting the condition to gain new stacks.
