All-Chat Disabled?

As the title says, my all-chat has been disabled mysteriously. I've tried erasing and resetting my keybind and verifying the cache. I've never received an email or notification (via game or via Steam) that I've received a ban or a penalty, and my reputation panel in-game says I'm completely clean. I can still team-chat and voice-chat, but it's been weeks since I've been able to all-chat.

My mic and voice chat work just fine, it's my all-chat that has the issue.

Game is better without all chat anyhow.
