Cannot use chat under most circumstances

I am unable to use voice or text chat in normal gameplay, but after dying I am able to use voice chat with 20 or fewer seconds left to respawn, and open the text chat window with 5 or fewer seconds left to respawn. After opening the text chat window, or by continuing to hold the voice chat button down I can keep using those features until I release the button/post a message.

I have checked the bound keys, reset them, and my behaviour summary in the main menu shows no limitations on my account, nor do I have any reason to believe I would have received a chat restriction at any point.

The ability to bind text chat keys is also disabled while in game. I don't know if this is related or intentional.

Cannot use text chat or voice chat while playing as a hero with custom keybinds set. If playing a hero with no custom keybinds, the chat and voice binds work fine.
Using console commands to bind the commands to keys works.

EDIT: As a temp fix for those viewing this thread.

Clear the key binding from the keybinds menu, (don't rebind) then use the console (F7) to rebind them directly. IE: bind T "+voicerecord"
Chat commands are say_chat and say_chat_team

As switching to a character I don't have custom keybinds for fixes the issue.
