I'm sure there are a bunch of threads for this but here's an idea for an Aghanim's Scepter upgrade for every hero some of which will be very controversial I expect

Cost 3200 souls, counts as a tier 1 item of every category

  • Abrams
    • Infernal Resilience regeneration is added to Siphon Life as damage
  • Apollo
    • Flawless Advance gets an extra lunge, perfect window increased
  • Bebop
    • Hyper Beam now functions like the Prism Blast legendary item
  • Billy
    • Rising Ram now also deals light melee damage
  • Calico
    • Leaping Slash does not end Ava transformation
  • Celeste
    • Radiant Daggers also increases barrier effectiveness
  • Doorman
    • Doorways now go through The Baroness while there is a guest
      • They are positioned perpendicularly to the hallway near the elevator
      • Heroes are instantly transmitted through and can not enter The Baroness
      • Projectiles and abilities may enter The Baroness
  • Drifter
    • Eternal Night is now global and has no max targets but reduced vision scales with proximity to Drifter
  • Dynamo
    • May cast Quantum Entanglement while channeling Singularity
      • Pauses channel duration and transports all enemies currently affected by Singularity, then resumes channeling upon reaching it's destination
  • Graves
    • Ghouls now spawn with two Deadhead companions that follow them until they target an enemy
  • Grey Talon
    • Spirit Snare also has a vacuum effect like Vortex Web
  • Haze
    • Bullet Dance now throws a Sleep Dagger at all enemies in range upon cast
  • Holiday
    • Powder Keg also triggers Crackshot damage and effect if it's shot while Crackshot is off cool down
      • Crackshot goes on cooldown
  • Infernus
    • Flame Dash and Concussive Combustion also contribute to Afterburn build up on targets
      • does not extend duration of active Afterburn effects
  • Ivy
    • Entangling Thorns applies Kudzu Connection to any allies within it's AOE
      • Connects allies that are in the AOE, not necessarily to Ivy herself
      • Kudzu Connection is lost and gain when leaving and re-entering the AOE
  • Kelvin
    • Arctic Beam now benefits from gun items at half value
      • Does not do gun damage
      • Procs effects like Tesla Bullets have half chance but still do full procs
      • build up effects themselves are not reduced but the build up rate is slower
      • Fire rate increases tick speed but reduces duration
      • Max ammo increases duration
  • Lady Geist
    • Soul Exchange Enemy Min health is reduced to 15% and Min Health Received is increased to 45%
  • Lash
    • Ground Strike now has a 360 degree radius
  • McGinnis
    • Enemies in Heavy Barrage's AOE are also targeted by turrets at infinite range
      • Turrets multi shot when there are multiple enemies in the AOE
      • Turrets are still require line of sight
      • Turrets that don't have line of sight on targets behave as normal
  • Mina
    • Sanguine Retreat releases 50% of Nox Nostra bats in a small aoe upon reaching it's destination
      • does not silence or do current health damage
  • Mirage
    • Fire Scarabs now seek enemies affected by Djinns Mark
  • Mo & Krill
    • Krill can now fire his weapon during Combo
      • Can't reload during Combo
  • Paige
    • For a short period after casting Rallying Charge it is replaced with Tactical Retreat
      • upon casting Tactical Retreat the spectral knight's charge back to Paige healing any allies in their path
  • Paradox
    • Kinetic Carbine shots that travel through Time Wall can pierce enemies and ricochet off surfaces
  • Pocket
    • Can now move during Enchanters Satchel
  • Rem
    • Any Lil Helpers that are not napping will ride Pillow Toss and attempt to perform chores in the vicinity upon landing
      • Priority is Follow heroes, Follow Troopers, Break boxes and do Sinner's Sacrifice
  • Seven
    • Storm Cloud also procs Power Surge if it's active
  • Shiv
    • Taking damage also fills rage
  • Silver
    • During Transformation can also use normal abilities if their ferocious version is on cooldown
  • Sinclair
    • Spectral Assistant now also casts Copied Ultimate abilities at reduced effectiveness
  • Venator
    • Ira Domini fires Conscrated Grenade bolts
  • Victor
    • Victor's hand can now be controlled and perform light melee attacks during the revival delay of Shocking Reanimation
      • if hit by enemy gun or melee damage becomes stunned until revival
  • Vindicta
    • Crow Familiar extends flight time on hit
  • Viscous
    • Splatter puddles increase allies movement speed and increase jump height
  • Vyper
    • Bite enemies while sliding dealing light melee damage to enemy heroes you make contact with
      • once per enemy per slide
      • can be parried but makes Vyper Reload rather than stun her
  • Warden
    • Allies hit by Alchemical Flask gain increased move speed and weapon damage
      • Does not include Warden himself
      • Does include Troopers
  • Wraith
    • Magazine Size and Fire Rate increased based on unsecured souls
  • Yamato
    • Shadow Transformation also refreshes items
      • not including Refresher

Reminds me of birthright from Isaac, seems interesting. Some upgrades are massively overturned compared to others though, especially for 3200. Vyper and victor are sound barely useful, while shiv and haze are downright evil. I also don't like doorman's because it sound clunky and potentially frustrating to use.

Came up with more interesting ideas for a few heroes

Celeste
  • Radiant Daggers also increases barrier effectiveness
Changed to
Radiant Daggers also increases barrier effectiveness, and you have increased aerial mobility with an active barrier

Billy
  • Rising Ram now also deals light melee damage

Changed to
Rising Ram now does heavy melee damage and is affected by heavy melee travel distance, Melee attacks now return projectiles to sender


Shiv
  • Taking damage also fills rage

Changed to
Bloodletting can be alt cast at max rage, spends all rage and defers all debuffs for 5 seconds during which no damage is deferred, after that time all debuffs apply at the same time, (e.g. if two heroes both stun you for 5 seconds each after deferring you are stunned for 10 seconds)

It's actually based on the Dota 2 item Aghanim's Scepter but it's basically the same as birthright

Some upgrades are absolutely cracked I agree and would be fine with it being a tier 4 item, the ones that are under tuned are ones that were more placeholder than anything, but also they aren't all meant to be good per se, they are meant to be interesting and open up janky alternative playstyles to a degree. Also I love my Vyper idea lmao

the Doorman one is actually really easy to use, just open two doorways, then when they get close to the exit scoop them with the cart to prevent them from checking out, or do some combo shenanigans by having Grey Talon send his bird in and stun the opponent lol, it's meant to require some more effort though since Doorman is a high skill ceiling hero and this amplifies that

Also check out those new abilities I came up with hehe

I think this would low-key be a great legendary in street brawl; it's hard for me to visualise it in a balanced way for the main gamemode probably because I haven't touched dota lmao. Still very cool and something i'd love to see in the game one way or another.

Yeah it's very much balanced in Dota however some heroes almost never buy it while for some it's purchased nearly every game
