As others have said, there are ways people can just go afk and trick the game into thinking they're still playing somehow. This Kelvin had something happen in the laning phase. On came the water works as he talked smack to his teammates, then he went "afk" in the spawn but wasn't kicked.
This basically wasted an extra 15 minutes of every other player's time.
