Add "Active Reload" as a base mechanic

I think active reload is a noob item. Ammo scavenger for the win. and if you have a larger clip quicksilver reload. or just go titanic magazine and kill people in 1 clip. Several abilities let you reload during their duration too

Not all heroes have same reload mechanic.
And I dont always want to have active reload tbh.

Melee Charge is the ultimate reload tool now anyway.

If Active Reload is a base mechanic, then they should've simply decreased everyone's reload times.

I don't agree that adding more skill tests is necessarily better. The game is already highly demanding. it's better than timed reloads are situational.

Maybe put it as a passive on a new character but I like it as an item.

I don't think it should be a base mechanic but reload times should be reduced for a number of characters. 3 seconds is really clunky feeling for the fast paced nature of this game. Overwatch 2 is everyones favorite comparison and there reload times are mostly 1.5 seconds.
