Active item OR passive item that make active items CD longer

Idea is that there is a good amount of times when something like this "I use any counter item and you cant do anythinhg to me". And its ok. But in some situations these items alone can win games just because of their low enough CDs that can be used twice or more in late teamfights which is not that... fun or "fair" I guess? I don know how to name it but there is stats

+N Ability Power
Active - While active, you "collecting" active items from enemies in the area (Xm, cannot be changed) for Xs, after collecting up to X up to X per enemy max deactivate deactivated automatically after X are collected and make these items CD longer for 1.5x of initial CD. Items, that were "collected" previously, cannot be "collected" again before they are used 1 more time with normal CD. First time activated - longer CD if collected. Second activation always will be with normal CD, Third can be collected again "Collected" items CD cant be more than X seconds (smth like 60S)
Passive variation does the same (activated for 15sbut in larger area with longer cd, maybe with passive stats more usefull for tank-supp maybe
