Abrams shoulder charge stops you from moving, even when interupted

When Abrams Shoulder Charges you, but the charge is interrupted, you still cannot move for around one second. This is most noticeable on slower interrupts like Hollidays Lasso, but it is possible to achieve with Curse as well.

In the video below, I started walking as soon as Lasso hit, but it took one second before I could move.

I think the same can happen with Bebops hook, but I could not replicate it.

Shoulder charge seems very inconsistent and annoying to use. I feel like I get robbed of stuns because of jank geometry all the time. Also, shoulder charge interactions with other abilities are very inconsistent. Like charging infernus during his sprint will give the charge stun but teleport infernus back to where he was standing? Why?
