Abrams just doesn't grab people if they're too close to him

I know in practice it's probably because his charge hitbox is in front of him, but it's awful, I am standing inside of this guy, why doesn't my own body count as part of the hitbox for the act of bodyslamming him?

For the people who have trouble pausing on the right frame, this is what it looks like, you can see the icon is slightly greyed out from being pressed, and the two character models are overlapping.
