This kind of ability could work with a character who's blind, a werewolf, or generally anyone with heightened senses.

The effects of the shockwave mainly depends on what kind of character the ability is paired with.

Bare in mind, it (probably) would steal 10% from each person it touches, so theoretically you could get 60% bullet and spirit resist if you hit the entire enemy team.
The duration of the buffs/nerfs would probably be 8 seconds.

Yeah, that is a problem that i didn`t think about. Maybe make it steal only from the closest character(Only the 5 AP upgrade, the rest works on everyone)? It will allow you to use this skill more ofensively.
It all will depend on the rest of the character kit really.
