It seems like a similar or the same bug as described in this thread is now also happening with the mentioned setting turned off.
1. Use an ability that can be stopped (viscous ult, ivy ult, etc.)
2. Keep spamming the ability button after casting the ult
3. Observer that the ability does not stop even though you are spamming the key
4. Stop spamming and press the ability button once
5. Ability stops like it should
Changing the value of

Changing the value of
citadel_ability_cast_cancel_mash_protection_time from 0.2 to 0 gets rid of this issue
