A frequently occurring initial connection error

I have a problem that happens approximately every other time, whenever I'm trying to connect to a server.
I start matchmaking; It successfully find a match for me; Then attempts to connect to the server. For my friends, it shows that I'm disconnected (an icon appears on the top bar); For me it shows a loading screen, pressing 'Esc' opens a menu, that suggests me to 'Stop Spectating';
Coincidentally, after complete reboot of the PC, the issue briefly disappears;
Coincidentally, whenever this issue happens, the game also does not close normally when pressing 'Exit' (shows 'Not responding' in task manager);

Repro.:
1. Start the game and enter matchmaking
2. Game shows "Loading" and stays this way until the timeout.

Specs:
Windows 11
Ryzen 2700 8-core
32 gb RAM
Installed on an SSD (Samsung 870 EVO)
RTX 4070

Mode is "Play Deadlock", connecting from Poland, Vulkan graphics API

Programs frequently ran in background: discord, firefox, telegram

Console (F7) log included in the attachments
Memory dump during such connection event is available through the link (dm for password to the archive)

(Looking into the nestat, it seems like docker added an alias for localhost, that resolves to kubernetes, clearing hosts file did not fix this bug)
