My friend was able to launch and play a co-op vs ai match with me 8/31 9:50pm EST. We tried to queue up for a pvp match directly after that and I was able to connect however there were only 5 players on my team (no sixth slot with a disconnect symbol) the missing player was my friend.
He receives this error message everytime he attempts to queue up for a game. After receiving the error message below they are met with the options to reconnect to the game, but upon attempting to reconnect they are met with the error again

One thing of note is that if you look up these logs then you will find threads solely related to valve games, and all of these threads lead nowhere, this issue likely needs to be patched out.
If anyone has any ideas at all of any other steps to attempt please reply or document what steps you took so that this info can be consolidated into one thread so that no one has to go through the horrors that I did to get these steps (deadlock is a common phrase in cybersecurity)

- Uninstalled the game, and reinstalled it
- Fresh install of steam, and reinstall game
- Restarted router
- Changed the rendering to Vulkin
- Updated his graphics driver, and OS patch
- Set the cl_timeout 9999
- Ran steam as admin
- Disabled firewall and windows defender
- Verified that there is no network altering software running in the background
