Gain a Barrier and attach a tether to the target enemy Hero, attaching yourself to them for 6 seconds. The tether will pull at you or the target if attempting to move past its maximum length. Losing the Barrier or leaving line of sight for 1.5s breaks the tether early.

Barrier: 400 (5x boon lvl)
Cast range: 8.0 meters
Tether maximum range: 12.0 meters

Notes: Imagining this + high mobility heroes = fun physics jank
If it's oppressive, then the numbers just need tweaking to make the tether easier to deal with.
 
Something similar to dota's harpoon ? I assume you want counterplay in the form of breaking the barrier , but this might be tricky to evaluate (coding wise and for the players) when other barriers stack with it.
Maybe just having rules similar to Billy's ultimate and also breaking it on successful parry would help.

Kind of like Harpoon, except the tether would be a continuous effect, so the target and you remain leashed together and cannot walk beyond the max range of it, but you can tug the tether in your direction (in accordance with physics).

I like those ideas for counterplay. Yeah just as long as there's something the targeted player can do so it's not super uninteractive
 
Would be really rad with a friendly cast as well I think (probably with the same dmg penalty ivy lift does) Imagining a doorman casting this on a teammate before friendly carting eachother to initiate a fight, or repositioning poorly placed ults by teammates.
