4800 Soul Investment Bonuses of November 21st Patch do not work

The Patch log:
- Weapon Investment Bonuses: Now grants an additional +20% Weapon Damage at 4800 souls spent
- Vitality Investment Bonuses: Now grants an additional +12% Bonus Health at 4800 souls spent
- Spirit Investment Bonuses: Now grants an additional +20 Spirit Power at 4800 souls spent
- Added a UI highlight to 4800 reward row of the investment bonuses

The Star in the investment popup will become highlighted, however the investment bonuses never appear. All three bonuses do not function. Checked in-game, in sandbox, and in hideout. Unless the numbers are somehow lying, but they do not appear to be. The numbers for spirit and damage in ui when hovering abilities match the damage dealt in the pop up over people's heads, and the numeric values seem to match as well.

Example: upon reaching investment bonus of 4800 with weapon damage purchases, the bonus tier reads 29% and with the new patch, this should be 49% if I am understanding the bonus the same as everyone else I've watched, listened to, or talked to.
