same as reactive barrier, + applies a short unstoppable+purge if cc'd again after the first barrier pops

That would be too much for a single item. You will gain barrier if got cc'd, then if you got again you become unstoppable. Such an item would be definitely in tier 4, since it already more than just Debuff Remover. Also as it has Reactive Barrier as the base, so I can imply that it would have the same cooldown, that can be decreased to ≈ 17 seconds via Transcendent Cooldown.

I think that current Ethereal Shift is a good alternative for this item.
