Specialty Ammo is good idea, but it's stronger than it should be. Is "Maximum ammo" is amount of affected magazine size?
Spirit damage that it deals is much better than Mercurial Magnum does. The damage isn't a problem, but type switching is. If you stand against an enemy, whom has some kind of protection from weapon damage, you just can switch damage type to spirit. Don't forget about other spirit-related items.
Bullet explosion makes aiming much easier and lets you to damage more than one enemy. Paired with Ricochet, it would be hell on earth.
Ability to sleep targets with bullets is too strong. The duration is longer than Haze's one.
These effects are really interesting, useful and unique. If I were in your place, I would split this item into three different ones with one effect for each.
Gun turret is much more balanced, but can be still OP on some heroes, like Haze. With this item, she would have ability to prepare passive's build-up, increasing her damage dramatically when she will go in the fight by herself.
Nevertheless, your ideas are great. I'd like to see something like Specialty Ammo in the game.

That is ability range yes. So an alternative move for Mo from jumping towards you would be to shoot you then grabbing you from further away. I've thought there should be a gun item that makes you more targetable for a while.
Mercurial magnum's main bonus is the extra damage, from bonus damage and firerate, plus reload. This would be just a damage type switch, which adds some strategic decision making that people aren't normally taking into account.
The explosions are like a tier 3 version of split shot. Makes you easier to hit for sure, but seems fair.
The sleeping could be OP, but it's at the expense of damage, so could be fair.
Keep in mind that since the highlighted portions are so close to the end of the reload portion that picking your ammo is also forcing you to wait through a reload basically, rather than automatically reloading with say quick reload or quicksilver.
Edit: maximum ammo is the size of your clip after you reload should you activate that ammo type.
