It should be from detonation. But I don't know if the new "Buffer Period" in the patch notes is that you kill someone with guided owl you have the last hit with the owl then wait 3 seconds and you get the stack. But as i see in the last video you do actually get a stack for the kill.

His Guided Owl only stacks with confirmed kills not assists.

Just because the other party is cheating doesn't mean you can leave the game. Just have to playthrough the match then report them afterwards. Leaving will just cause the system to give you a penalty, and that penalty is probably not getting removed before they finish the low priority queues...

They usually ban in waves to not let cheat developers have a chance with their customers. But again. You won't get anything from posting it here anyhow.
