The first application of siphon bullets does not deal current HP damage for the amount of health stolen, but it does for subsequent stacks when you already have the siphon bullets status. Not sure if this is intentional or a bug.

Ok yeah it absolutely must be that change that affected this, because I just realized Rain of Arrows doesnt give me restorative shot on my splitshot when I am positive it used to. Only the central arrow gets Restorative Shot now.
Its possible that despite being described with the same "weapon multishot" text as splitshot, internally its just a shotgun effect same as other shotguns. This would make more sense since those weapons follow the same rules, they can also crit and trigger crit effects outside of headshot...
I believe this has always been an intentional mechanic special to drifters weapon, its easier to think of the weapon as like a slice that comes out rather than an actual shotgun. I personally think either the visuals or the weapon categorization should change rather than the mechanics.

ok but its a weird inconsistency when it amps pretty much every other damage source in the game, and other amps tend to work on scourge (except reportedly calico amp, haven't tested that myself). Like you can play Geist with Escalating and Scourge to make scourge do over double damage
