Yeah, I guess so. I just don't see any benefit to it so it seems unintended.
The only potential benefit I can think of is that it nerfs dashes, but it doesn't apply to other dashes (like Mina's) so I don't think that's it.

This is very strange for a global ult. It has quite a large audio cue, and is incredibly easy to dodge at range (either horizontally, or you can just double jump over it).

For both Billy and Calico dashes (their 2nd abilities). If they start the dash grounded, then even if they're looking up their dash will stick to the ground.
If you jump first you can aim upwards no problem. But I can't imagine this is intended behavior, just makes the abilities unintuitive.
The on-hit damage of Mina's Love Bites is doing significantly less damage when procced on the ult than it should. Rake applies the full damage of Love Bites. If this is intended behavior it needs to be stated in the description.
