I found the answer to this question. It is related to the replays being stored in the addon folder inside the game. There would be some mods that might be interfering with the decompression. So you have to delete that replay folder and create a replays folder under the citadel directory outside...
Yes, I agree with this. Some voice lines for Geist are just missing. Also, for certain heroes, you cannot ping Sinclair's name when trying to mark him for teammates.
I have having the same bug. It actually shows 2 charges but the description says gives 1 extra charge. I am not sure whether the ability T3 has been changed or there is some miscommunication in the patch notes where this was not described.
