Cant speak for other bugs with arcane surge, but these 2 are still in the game even after they fixed "some". It does not apply range nor duration but just +20 spirit power to dynamo's 1 and 2. 2 doesnt scale with spirit, so it just eats arcane surge without adding anything to the ability
