The idea is an active item that lets you get on a red section of zip-line and go towards your base - can be good for escape or getting back to prevent a push or even just for repositioning during a fight.

Good idea but unbalanced, people would skip creeps like in other game a whole lot easier and not be caught, better as it is now, since you shouldnt be able to ignore lose of map control with tier 2-3 item. Not to mention now you will only have to move to any part of lane and skip it, then it will push itself forward, without you going to your part of lane and clearing it, exposing yourself.

The other side of the coin is that it wouldn't be very useful for if you are winning and have good map control. But you make a valid point.
