Probably more like an oversight than a bug.
There used to be an indicator for a long time and i'm not sure exactly when it disappeared, but its not there anymore and it was quite useful + didn't take up any useful screen space, had no reason to be taken out overall. Seeing how lane preference options were recently deleted by accident and added back when it reached the dev team, I'm hoping this is the case for this too
example from last year gameplay on the image bottom right corner of the minimap:
It's not there anymore or anywhere else for that matter, to my knowledge its not possible to check if your zip is on cooldown or not anymore other than getting on the zip itself (which also takes a few seconds for the zip tooltip text to show up, not ideal, yk)
