--A Fate's Tale
The US government always knew that there was a possibility, if slim, that a convict might escape Lost Whisper. Such an escaped convict would inevitably be incredibly powerful and require a response of equal measure, but one that would ideally be of limited cost to them.
And so project Zero was implemented.
Originally a medium; Terrence Merglot would conduct seances for his customers to help them find closure with lost loved ones. Until a woman came to him to call up her dead husband. Her husband had been a serial killer, and he had decided that his work wasn't quite done. The spirit forcibly possessed Terrence, causing him to kill the man's wife and then to go on a rampage across the US.
Terrence hadn't wanted to kill people, but was overjoyed after his capture and to be presented the opportunity to be Inmate Zero. Operation Zero imposed even more spirits inside of Terrence's body to combat the influence of the Serial killer's soul so that, hopefully, Terrence could be trusted to go out and do his grim work. Now he only goes by Zero, a man who would be allowed to use his gifts to hunt down and capture (or kill) the monsters who had managed to escape. Assuming he didn't lose control.
But Terrence still yearns for the opportunity to be rid of all the spirits that inhabit his body, and he's heard tale that the Patrons might be able to help him escape his plight permanently. . .

Please ignore the Dynamo art. I have no talent as an artist, but I couldn't find any online free images that really captured the feel of the character I was going for.
There is a distinct possibility that these effects are over/undertuned. I'm open to criticism as I like to make multiple iterations of my concepts to bring them to the best version I can make! Let me know what you think.
Edit: I forgot to mention that his 1 (Berserker soul) can be parried like Puddle Punch can, though it does not stun Zero if it is.
