I've had this issue for months now, my friend as well and I think I've finally found a way to replicate after so much time!!!
At first i thought that alt tabbing was bugging, but now i see that, IF you click the "incoming/outgoing damage" window, it will bug all your keys when you press tab again. You get stuck, no movement key work, no hability key works, you cannot jump, neither open the shop. You need to either press ESC two times (the first one nothing happens) or click two times (the first one doesn't even shoot) in order to go back to normal.
It feels like if you click on that window, it bring that window to the front, like an invisible popup/window that makes no key work until you get rid of it (by pressing 2 times the ESC or click), and this happens everytime again and again when you press tab. The only solution is to click the "X" button to close that right damage window. But then you need to always keep on clicking to open and close when you want to see the statistics of damage.
This already got me wildly angry sometimes because i couldn't figure it out of why i couldn't move or do nothing mid game, usually after arriving at the lane after checking the damage after dying (me and the tower getting shot at while i could not move).
