A character designed similarly like Nine from BlazBlue Centralfiction could be a cool concept. Her 3 attacks all have a separate element, and her drive casts a spell based on the elements she's stored. You could make a character whose 1, 2, and 3 are all an element, then you hit the previous element a second time to cast, so you start with 1 element and 1 spell, then you get a 2nd element and you have 3 spells (1, 2, and 1+2) then when you get your 3 you have 7 spells (1, 2, 3, 1+2, 1+3, 2+3, 1+2+3). Your cooldowns could work as charges for spells, so each spell you cast consumes 1 charge, up to a maximum of like 3 charges without items. Your ultimate can allow you to store a spell rather than cast it, so you can cast 2 spells back to back, or store a 4th if you have 3 charges of normal spells.
